On August 12, 2019, changes to the Compassionate Use of Medical Cannabis Program became effective. The Compassionate Use of Medical Cannabis Program Act is a permanent program and the “pilot” designation has been removed. While some provisions will become effective immediately, there is significant work the Illinois Department of Public Health (IDPH) must complete before all the changes can be implemented. Some of the requirements affect other state programs, databases and IT systems and these changes will require additional time to ensure they are completed correctly.
The information below explains the changes to the Medical Cannabis Patient Program (MCPP) and the Opioid Alternative Pilot Program (OAPP) and the proposed start dates.
The Illinois Dept. of Public Health [Main Page of Medical Cannabis Program] added Neuropathy to its list of qualifying conditions among others in a new piece of legislation that went live on August 12, 2019. The program now has classifications for terminal illnesses, opioid alternatives, medical, and soon to be adult-use cannabis. There are also special categories for caregivers, minors and veterans.

The first shops to sell cannabis for adult use in the state starting January 1, 2020, will be those already licensed to sell cannabis for medical use, and the first five were announced yesterday by the state Department of Financial and Professional Regulation. They are The Clinic Mundelein, The Clinic Effingham, 3CCompassionate Care Center – Joliet, 3C Compassionate Care Center – Naperville, and Salveo Health & Wellness Dispensary.
